    More information needed :

What frame rate did you capture at ?
What frame rate are you saving at ?
What codecs are you using ?

Using DV Widescreen. Didn't touch the frames or anything other than choosing DV Widescreen.

DV will be 29.97 frame per second. However, are you capturing to DV widescreen from camtasia, or only outputting from Vegas using DV ?

Many screen capture apps use very high framerates - as high as 200 fps - in order to get smooth movement. If you then render these at a lower framerate you will get jerky movement from the missing frames.
