What you need is a Divx capable (certified) player. There are many to choose from, just take a look in the DVD Players section or go to divx.com to see a divx certified player list. Even then, it won't play ALL the videos that you download, but it will handle most of them.

First question is unanswerable, as what you download can have any codec. For each file, GSpot can tell you which codec is used. Most formats are handled by ffdshow, so this may be the only codec you need. And before you ask: Codec packs are Evil, and will likely destroy your video playback abilities.
Second q is easier:

None of the standalone DVD players that support Divx will play every Divx. Various options can be turned on while encoding and some of them cause big problems for standalone players. When downloading it is a crap shoot and you might get something you can play on your DVD player and you might not, but that's all out of your control. Options that can be problems for Divx playback on standalone DVD players are:
1) GMC
2) QPel (quarter pixel)
3) Packed bitstream
40 Resolutions greater than 720x576
5) Video bit rates greater than 2000 Kbps.
Whether any, some, or none of these are problems depends on the chip inside your DVD player that is used for Divx playback. Testing can tell you what does and doesn't work for your player. -
And before you ask if you get better than 75% of the junk off of the Internet to play in a Divx player attached to your TV Then consider yourself lucky.
Internet files are done to squeeze every last bit of size out. Divx players are designed to play files you Author and will choke on the optimizations aimed at squeezing file size down.
