My first guess would be wrong field order. That can be caused by the encoder settings or trimming in the wrong place and messing up the field order. I believe Gspot may be able to show the field order in in VOBs, but I'm not sure exactly what to look for there.

Or I might be completely wrong. I've only ran into that a few times, and I usually just re-encoded with the correct FO and everything was fine.

What was your source media format and what program did you encode with?

  3. source media is dvd, what i'm doing basically is converting between pal and ntsc... encoding with tmpgenc 2.5 plus
so, redwudz, you recommend to reencode video with changed source field order?

Could be field order. Could just be really bad converting.

If you simply resize from PAL to NTSC resolution, then encode at 29.97 or 23.976 fps, you will not only potentially screw the interlacing, but you could also be dropping or creating frames in a manner that will make the image appear to stutter and jerk.

FulicLives' guide is probably the most definitive read on format conversion using tmpgenc, although any good encoder will do the job (and faster . . .). Have a read here : https://forum.videohelp.com/viewtopic.php?t=300144
