    I have recently seen a couple of commercials for Charles Schwab Investments. The color is so highly saturated it looks just like a cartoon or something. Does anybody watching these forums know how that is done with consumer software?

    That is really neat! I've seen some PaintShop tools that do it with still photos but, not with video.

    Saw some AviSynth and/or VirtualDub filter to "cartoonize" video, announced here about a year ago.

    MSU have a neat cartoon filter, but I don't think it is what you are asking for. Theirs gives more of a water colour/wash type finish. I have used it recently a few times, but I don't think it is quite what you're after. But you can look at it here

    You could also look at pushing up the colours, then using a noise filter on high settings to reduce detail.

  5. There is another filter that did something similar. Maybe you could use it instead or alongside the MSU Cartoon filter. My brain cells aren't all firing this morning so I can't exactly remember the name of it. But check into these:

    Warpsharp
    Msharpen
    Xsharpen
