Everytime I've tried converting this clip to ANYTHING I keep getting this

The version of ffmpeg in ffmpegX doesn't support the WMV3 video codec (Windows Media 9 Standard). This caused ffmpegX to NOT set a default framerate. No framerate at all is always incorrect, heh. Even if you would manually set a framerate, it would still fail because the codec isn't supported.
Newer versions of ffmpeg do support WMV3, so you could try some other converter software based on a newer version of ffmpeg.
I did a conversion with MovieConverter Studio that worked somewhat (result here). (Actually I used a command line conversion with the ffmpeg binary from that app.)
Another possibility is of course Flip4Mac Player Pro, a third-party QuickTime component that allows QuickTime Player Pro to read WMV and export to any other QuickTime format.
