I'm using Nero Burning Suite to do the burning, and I tried VCD and SVCD. Both of them were way to big to fit on the discs, no matter how low I stuck the quality.
Normally when I burn stuff on DVDs I can turn the quality super low and fit a town of video on there, but it's not working.
the files are 700MB and 701MB and 1:25:00 and 1:42:00 respectively. Will this work? I really hate burning to DVD.

Not gonna happen, in your particular case.
700 MB file itself will barely fit on a single CD. If you want to transcode it first, AND still fit it in one CD, the bitrate will have to be so low and the resolution so small that you'd gouge your own eyes out.(metaphorically speaking, that is)

VCD fit 74 - 80 minutes on a standard CD at a low quality/low resolution. SVCD fits about half that at a higher resolution.
Given that DVD blanks are priced around the same as CD blanks, what's the issue ?
Better yet, get yourself a DVD player that plays Divx/Xvid files and you can put your 700 MB file on a CD and play it back without converting it to a postage stamp. Or put 5 - 6 of this on a DVD and not have to get up off the couch for hours at a stretch.Read my blog here.
