I've found for me the easiest way for me to break down my DVD is with decrypter than I can pull out each individual scene (which I already had arranged into chapters from my panasonic dvd burner) as a vob. I then load them into mpeg flask and can take out clips with audio never having to put them back together. I can make them an AVI or MPEG.
Question is where am I seeing a decline in quality? When I put it back together to burn to DVD it is pretty clear, but when stretched out on the tv is not great as it once was. At what point did I make a mistake? Was it in dycrypter? OR in the AVI conversion? I'm still confused, I've tried the TMPGNEC thing, but when I have it load my Video TS it just seems to stall. Does it take a while to load a 4 hour dvd?

Don't convert to avi, mpg, it will reduce quality. Just add the vobs in for example tmpgenc dvd author and make a new dvd. You can also edit directly in tda or use mpeg/dvd/vob editor like videoredo.
