by that I mean altering the pitch to above human hearing or just on the threshold,I would like to be able to set an average frequency or base frequency and have it precise while preserving tempo

Audacity can change the pitch, but I don't know if it will change it high enough for your needs.
By the way, that is a rather strange request. Why would you want to do a thing like that?In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move. -
