is there a way to play the file that is going to be on the vcd in a dvd program on the computer to see if it plays right? or do you have to burn it and thats the only way to see if its ok

Burner programs such as Nero(the latest version) and WinOnCD have cd-rom emulators that you can use them to load and test your images before burning.
When you install them,a virtual drive is added to your system. -
Yes, take a look at Daemon tools...you can use that to set up a virtual DVD ROM and then just load the cue/bin and view with your favorite DVD program.

I strongly recommend daemon tools.
The ability to mount CUE/BIN images as real CD drives is damn useful in many ways apart from VCDs.
