1.) If someone was shooting on a DVX-100 with a 24 frame rate and I didn't know that, but then Import it into Premiere as a 30 frame rate, then will there be weird image distort?
2.)If I convert a AVI file to a MPEG-2 layer and import it into DVD Encore; do I need to still transcode file? While I'm transcoding, Why does it give me 4 different options for mbps(2,4,7,8mbps)?
3.)What are good sites for advance ediitng and help/ideas?
4.)When converting from AVI to MPEG-2 layer, what should be my setting for a great quality image? I search the forum, and couldn't find a anwser. So if you can give me some specs on the setting for a Best Quality Image, that would be great.

I never had the priveledge to use 24fps footage, but i would suspect either A)Create a custom session, or B) Find out if there's a plugin, or perhaps software that came bundled with the camera that allows Premiere to natively handle 24fps footage..

Secondly, as much as can fit onto a single DVD without image distortion...
Basically, your bitrate determines how much can fit onto a DVD..Higher bitrate=less playback time, better potential quality.
Lower bitrate=Longer playback time, sacrificing quality..
I personally use the Bitrate Calculator in the Tools section. I know exactly how much playback i have, and let the calculator push the information out to the end of the DVD...
Up to an Hour and a half of footage should suffice. Anything more, and i start going to more advanced encoding settings...

This site explains the 24p and "advanced 24p" modes of the DVX-100. If the tape was shot 24p then it should be imported into a 24p project setting. Processing can be done from there.

For DV to DVD output, a good MPeg2 encoding Premiere preset bit rate would be 8 Mb/s CBR. It will limit you to about an hour per DVD layer but will maximize for picture quality.
