Is there any easy to way to place custom chapter points (ie. at a frame or time I choose, not presets that the program has for every 5 miutes or whatever) in a MPEG2 file in DVD Lab PRO 2?

rt-click on a Title, Chapters/Import or Export.
To see a sample layout, you can add a few chapters and export to a text file. Then look at the text file. The text file can contain frame numbers or time codes.

Ope the Movie you want to add chapters to, movie the vertical line along the movie to where you want a chapter, then click on the + at the top of the line. Or use the preview window. It's all in the manual under Chapters. If you want to get more accurate than I-frames, make sure you frame index first, and zoom in on the time line. You can also use the cursor keys to move frame at a time if you zoom in far enough.
