  1. Hi i wanted to know if there was a filter for virtual dub, or any program that would get rid of these bars at the top of the screen



    it changes colors from green to pink, in a flicker style

    I'd simply crop it out. I don't think there's a filter capable to restore it to the original color.

    That is a type of compound chroma error (compounded with other flaws). The tape is a multi-generational copy, made and re-copied on poor quality consumer equipment. You need to capture the tape with a high-end VCR and use a TBC, possibly a secondary sync filter (like ES10 passthrough).

    Nothing can be done on the digital version. You digitized the error. Go back and do a better capture.
