    Hi,
    Is there a free app that can simply strip out all undesired audio tracks from VOB files on one's hard drive, leaving only the English AC3 file?

    Well if you have all of the DVD files you can use DVDShrink,if they are only VOB's then you will have to demux using VOBEdit.
