Hi -
I'm burning .mov or .wmv files (joined) to SCVD with my Nero ROM 6, letting Nero encode them, (I also let TMPGEn3XP convert the files to MPEG2 once and then burned those to SCVD with my Nero) - same results - the frame is full on my PowerDVD player, but I lose about 10-15% of the outer part of the frame when I play in either my Lite-ON 5005 or my (old) Panasonic DVDRV-31. Fiddling with aspect ration on either does not affect the picture.
Is there some way on the buring or playing end I can get full frame on my stand-alone televison with stand-alone DVD player?
I have WinXP SP1 and lots of vcd programs.

it is normal and nothing to worry about -- it is common to all broadcast and tvs, though video projectors may or may not do the same thing ,,,, see "overscan"

The only way you can get full frame video is by either having a DVD player that offers underscan (sadly, most do not offer this feature and the few that do tend to cost a lot - over $500 typically) or by encoding your video with black borders around the edges and shrinking the video slightly to fit within this border. There are some guides here on how to do that, but you'll have to look.
