Hi guys I took some video with my digital camera and it all turned out great except one. A person was talking softly so the sound from just them is low is there a way to fix that or a program I can use.

its a quicktime file but I can convert that if I need to.

By digital camera, do you mean DV camera, or still camera with movie capability ?

The quicktime bit makes me think the latter. If so, you are up against it to begin with as the audio on most still cameras is pretty poor quality to begin with.

For the person speaking quietly, you might be able to hit it with an EQ or notch filters at the right frequency, however as you probably have a limited frequency range to being with, you might lose more than you want.

As for the bride - here you have the opposite problem. Again, you need to try to isolate her voice and boost just that, or you will boost the ambient noise. This will give you loader overall volume, but she wont be any clearer. If you can isolate her, you might be able to raise her above everything else. Again, the low frequency range will make this difficult.

Any good audio editor should have the tools you need. Audacity at the free end, goldwave at the cheaper end, up to Audition or Sound Forge at the more expensive end.
