    I want to convert some VOB files and Mpeg 2 files to Mpeg 4, what is a good piece of software that will do this?
    Also, what is the best software for making SVCD Video files?

    Best is what suits you and gets you the results you need.

    Over to your left is a menu. You can search for tools and guides by conversion type (eg. VOB to Xvid), read commenst from users, and download and try things.

    AutoGK and AVI.net seem to get good comments and reviews.

    As for SVCD - no can help. VCD and SVCD has been obsolete for so long now . . .

    AutoGK can convert to XVID or DivX if you want good results without too much thought process.

    Or virtualdub-mpeg2 / virtualdubmod and possibly AVISynth and DGIndex if you really want to get your hands dirty.

    As for SVCD, again AVISynth and/or DGIndex can come in handy for frameserving to your favorite encoder.
    If in doubt, Google it.

    Simple answer: VirtualDub-MPEG2 or VirtualDubMod and a codec such as Xvid. All freeware.
