Our Enosoft Enhanced DV Decoder will let you do that in conjunction with Windows Movie Maker if you have Windows XP. It will also work with VirtualDub.
Movie Maker will let you transfer the video from your camcorder to your computer. Either Movie Maker or VirtualDub will let you put the date (and time, if needed) on the video according to what is stored on the tape (our decoder does the actual dating). Movie Maker can then be used to send the video back to tape (*if* your camcorder can record from the computer - you have a PAL camcorder and some models cannot do it because of European import tariffs - I don't know about PAL models in Israel).
The decoder is available as a trial version here: https://www.videohelp.com/tools?tool=Enosoft_Enhanced_DV_Decoder
VirtualDub is available here: https://www.videohelp.com/tools?tool=VirtualdubJohn Miller -
