Converting AVI to DVD/VCD (and authoring the same) is not even related to burning.
If you look over left, there's a section named CONVERT. There, you'll find plenty of guides (and suggestion for software to use) for AVI to MPEG-2/DVD
The simplest solution is to use divx2dvd, then imgtools classic to create an ISO, and finally imgburn to actually burn it to disc. All free applications.

Prepare your source properly first ..... convert AVI to VCD-compliant MPEG1 (TMPGEnc has a free version, last free version of VCDEasy to author) or DVD-compliant MPEG2 (divxtodvd, or alternatively Quenc, and dvdauthorgui to author) then burn (and only burn) with Nero.
    If in doubt, Google it.
