Nero Express 6.3.1.18 doesn't support PAL ?

I encoded my video with TMPGenc with extra temple (ilegal VCD), I tried to burn with nero with menu..but, when I played the CD with PowerDVD, Menus are Blank (Black),...The menu, in Nero's properties, always NTSC....is that the problem ? How to change All (Menu and my encoded video) to PAL...I didn't find for change PAL/NTSC in Nero Express 6.3.1.18 ....
please help

To try translating NTSC to PAL is a major job, as you will see if you select the How To: All Guides on the left and do a search on NTSC to PAL conversions. You have to split video and audio into seperate files, convert the video then recombine. This can lead to all sorts of problems such as poor sync between video and audio, jumping pictures and so on.

Since nearly every modern TV/DVD player in Europe will handle NTSC as well as PAL why not take the simpler path of just converting the VCD to DVD using NTSC?
