I have tried this several times, and resort to using Toast 7 in the end, so it is the full movie.
Also all in sync.
Just testing again to ensure this isn't something silly.

I end up with a 13:37 long DVD, which consists of a single VOB file of just under 1GB.
The output mpg file is the correct length, so it must be the DVD author that is the problem.
ffmpegX process:
1. I drag the XviD file to the source section
2. I select DVD ffmpeg as the preset
3. In video tab I set DVD 16:9
4. I click Encode

Try generating just the mpeg file (uncheck the options to create a VIDEO_TS, if I remember correctly). If that works, Toast will author and burn it.

As I said the mpeg file it creates is fine, if I feed that to Toast surely it will re-encode?
BTW just tested and Toast sees the mpeg file as a song, so this is not going to work.

Did you drop the file onto Toast or did you switch the the Video tab within Toast and then click the Add button? Just wondering as, sometimes, this has different results.
If you can split off a few minutes of the mpeg and use yousendit.com to post it, mesage me with the link and I'll take a look at it on my system.
