    My friend has taken some video clips using a cheap VGA camera (something simular to a web cam). The video quality is not good especially when there is not enough light. I was wondering if there is anyway that I can do to enhance the quality. I am not looking for magic. I just want to do as much as I can before putting it onto a VCD as-is.

    So apply various filters with VDubMod and see if it helps
