Can TMPGenc Shrink?

Can TMPGenc Shrink Avi videos if i recode them with this?
i coverted some WMV files to AVI and there jumped to 550MB from 133MB (25mins long)

converted to xvid and mp3
i would like to convert them to
a least 180MB
with Dvix or Xvid Video
and with 704 x 396 frame size
23.976 FPS
854 KBPS

if not please point out a simple program or a guide ^^

(I recoded them couse non, of my DvD players or maker could read the sound/video, ConvertXtoDVD, Nero. DvD Lab ect..)

How long is your movie, and what is the resolution?

You have obviously done your math, as the bitrate is right for the length and time. If you can open the files in virtualdubmod, then perhaps SUPER can help. I haven't used it for precise file sizes though.
