    i have converted an avi file to mpg for burning to dvd.

    the subtitles are in the form of an srt file.

    do i put the srt file somewhere in the VIDEO_TS folder?

    or should i have somehow embedded the subtitles during the conversion process?

    Neither. You author with a program that excepts SRT subtitles or some other subtitle format to which you convert the SRT subs, so that they will be selectable. Embedding the subs into the video is amateurish and degrades the video quality.

    is TMPGEnc DVD Author such a program? if not which one do you recommend?

    I don't use the TMPGEnc products, but I think I remember reading that it doesn't do subs. If true, that makes it pretty useless, in my opinion. If I need to create a menu, I use DVDAuthorGUI, which accepts SRT subs as input. If you don't need a menu, convert your subs to SUP format using SRT2SUP, and then author with Muxman or IFOEdit. DVDLab Pro (payware) can also do it, as can, I'm sure, many other authoring apps.
