Hi,
I have a video which have some colored horizontal lines on some parts on the video like on the screen:
I don't know which filter (virtual dub or avisynth) I can try to use or if it's possible to fix it at all.
The lines are not moving and they last about 1-2 sec maximum after they disappeard and come back several seconds later.

SECAM problems... There is no true cure for this!
I suggest to search for a filter called "rmPAL" for virtualdub. It might help!
A TBC would help a little on this, but don't expect miracles -

Is it due to a weak signal or the PAL/SECAM transcoder ?
The video was capped from an analog satelite to a dvd recorder -
The source is Atlantic bird 3 I bet.
This is a strange combination you have to face. It is not the weak signal, neither the transcoder.
It has to do with the analogue satellite recievers: Most of them, use a bandwith of 29 Mhz, which is the SES standard, the one still used by the German PAL analogue channels at 19.2 east.
Those SECAM channels on Atlantic bird (the telecom satellite replacements), use a bandwith of 32 Ghz (or it is 36? I don't remember....). This doesn't show on TV but sure shows on realtime captures (especially when RGB is used through euroconnectors (AKA "SCART")...
Most analogue recievers are optimised for PAL not SECAM satellite transmissions. Only the ones from Franch or Russia can recieve those channels without any kind of issues (visible or not - this issue is invisible when you watch...). But those analogue recievers are 15 years old (or older) and very rare to find...
