Application for easy tv clip/ad construction

I am not having specific knowledge about it but I would like to know if there is any easy way to make a tv commercial.
I do not intend to do this many times, but very rarely.
In fact, it is about a site I run and should be advertsised through some local tv channels.
I use photoshop, I used premiere in the past and vegas also, but I cannot make a short clip all alone.
I wonder if there are any programs about this task, or any templates for specific applications(like templates for page layouts, for web pages etc).
I need help and just altering already made things so my quest would be easy.

I suggest an ad agency.

I would like something based in template and made from me.

The agency is half paid out of ad placement discounts (you pay retail, they pay less) and you can have them subcontract the ad production back to you and get lots of valuable advice.

I'm saying you need expert guidance by a local ad agency. That is their business.

If you insist on doing it yourself, talk to the TV station about minimum standards they will accept.

You say you don't want to do this often. I suggest you hire an expert.
