  1. Is there a way to convert mp2 audio that only has a single channel (audio in one speaker only) into an mp2 file with two duplicate channels (both speakers) without reencoding or quality loss?

    Not without re-encoding, but if you use the same bitrate you are unlikely to hear any difference.

    Load the file into an audio editor (Sound Forge. Audacity etc.). Most have an option to convert mono to two channel or joint stereo. If it is already stereo, but with one empty channel, copy the good over the bad, then rencode.

    If you can't save as mp2, save as wav and use ffmpeggui to save as either mp2 or AC3
