A VCD to DVD can play up to 250mins. If i compare with DVD which would have better quality? if DVD played for 250mins.

At VCD resolution, you can put around 7 hours or more on a DVD, much more than 250 minutes.
At half-D1 you could get 250 minutes on at a higher quality than you would get using VCD resolution. DVD at half-D1 would be the better option for that running time.Read my blog here.
