    Yes.

    Look on the left hand side of this webpage at the "HOW TO" section. There is a sub-section under there entitled "CONVERT". Select that.

    Then go to the "Search format Conversion guides:" and select the "VCD to DVD" option, then activate the SEARCH button.

    Several guides should appear -- those should do what you want. Some may be easier than others.

    Not directly, you have to change the audio from 44khz to 48khz, otherwise it's not within the DVD spec. The video is though.

    Rip (VCDEasy)
    Demux (TMPGEnc)
    Decode mp2 to wav (TMPGEnc)
    SRC 44.1 to 48k (SSRC)
    Encode to mp2/ac3 (TMPGEnc/your choice AC3 encoder--I don't like Besweet)
    Mux mpg1 vid + compressed aud (if need by authoring app)
    Load into DVD-authoring, blah, blah, blah...

    Follow this guide (as above), skip the extraction section and go straight to the Author section if you already have a VCD mpeg.

    Just take the VCD specs mpg and author it as DVD with TMPGEnc DVD Author. It will create a fully DVD Video compliant disc.
