When you author a dvd do you need to burn at the slowest speed like you do with vcd's? if i burn at the fastest speed will it randomly freeze when i play it on dvd?

No, not if you use good media. Bad media can at times work better if burned @ lower speed, but in those cases, not filling the DVD to 100% (stay below 4.2 GB) is a better trick.
