Does anyone know how to create a WMV with multi-language audio tracks? what tools to use?

You simply encode the wma tracks you want with the Microsoft WM Encoder. Then you use the stream editor that comes with the WME (look under windows media --> utilities in start --> all programs menu). In the stream editor you can add all the audio streams you want to a video stream. Just notice that when adding audio streams with different language id, the streams for some reason need to be encoded with the same bitrate.
