    can anyone recommend a freeware tool that i can use to reduce the size
    of mp3 files before transferring them to my mobile phone

    CDex <http://cdexos.sourceforge.net/> has a "re-encode" option under the convert menu.

    Set your profile to the encoding you want, pick your MP3s, and away you go.
