I can open an 18GB DV file (combined video and audio). If you can't open the file I would suggest is a problem with the file. Is it compressed or uncompressed wav ? Wav, like AVI, is a container format, so it could be pretty much anything in there.

It's very possible that Vegas can't open up a WAV that's over 2GB. The original WAV and original AVI specs both had 2GB limits (part of their 32bit address space). Both WAV and AVI have had revisions that have removed these limits (WAVE with BWF/WAVEFORMATEX, AVI with OpenDML). However, while most apps now support OpenDML, not many support WAVEFORMATEX (and very few BWF--AVID is one).
BTW, "BWF" stands for Broadcast Wave Format--don't know if it's identical to WAVEFORMATEX (which supports >16bit, >2ch as well) or Sony's WAVE64 format.

    Possible workaround:
Since AVI/OpenDML does support >2GB, you could try Microsoft's utility which takes multi-channel WAV files and converts to AVI. Just give it 2ch WAV's instead...

Let us know if it works.
