Everytime that i wanted to increase the volume or change an Ac3 audio file into a Wave file, i usually used Ac3Tool. Rip the Vob file using DVD Decrypter, then convert it to wave using Ac3Tool.
But an easier way is to open the Vob file into Sound Forge 7.0b, where you will see the video file at the top and the 2 Audio tracks underneath. Then if it's Ac3 audio, all you do is increase the volume and save as a Wave file, 48,000khz. This will just save the audio without the video. Then i just re-attach it back to the original Vob that i have put into TmpgEnc dvd Author. The new audio will be what you hear in the finished DVD. If you don't use TmpgEnc you can Multiplex it back with your original Video file.

If you have the AC3 plugin for Sound Forge you can output it back as AC3 instead of saving a wav file.
