Let's say Get any .avi or .mpeg and Burn it as a DVD, Expanding the file to 4.7 Gigs.
Will the Video Quality be better from the original video on that file?
Same question for VCD

No, not by just changing the pixel arrangement. The same image can be "projected" to any pixel arrangement. You can easily degrade quality with lower resolution but you can't enhance quality with more pixels.

Didn't get a straight out answer...
If I burn lets say 4 anime Episodes on a DVD, instead of 13 on a Data DVD (totalling up to about 2 gigs), Will the 4 episode DVD have more Quality? And/or Look better? -

On a player that can play MPEG 1/2/4 files on a data DVD the picture quality may be worse or better. It will depend on the files themselves, how the player handles the files, and how you convert them. -
If your player can playback Divx files from a data DVD then there is little, if anything, to be gained from converting them to DVD. As has been pointed out, simply adding bitrate does nothing to improve quality. If it cannot, and your choice is VCD or DVD, look at the resolution of the original, read the What is DVD page (top left corner) and find the closest fit resolution. If your anime is full screen, you may find you can fit 7 or 8 episodes on a disk at half-D1.
