Is there any free burning software that will burn my dvd folders (VIDEO_TS, AUDIO_TS) and doesnt need input to be an image file?

dvdshrink can put those files into ISO form, then you can burn with dvddecrypter (both freeware)

I think you misunderstood me. I don't want to have to make an image file. Just want to have the dvd folder as input and burn.

Right now my current method is make dvd folder with dvd lab, make image using ImgTool, burn with blindwrite. What I am wanting to do is this. Make dvd folder with dvd lab, burn with <tool that burns dvd folders directly>.

If you already have the DVD files authored, CDBurnerXP Pro, burnatonce are a couple of freeware programs that might work. Some more here: https://www.videohelp.com/tools?s=16#16

CDBurnerXP Pro is great for CDs and data discs (CD or DVD), but it does not guarantee DVD Video compliance due to some issue with the UDF specification and the way it burns.

    Nobody misunderstood you.
What people are saying is that if you want to complete the job(creating a video DVD) with freeware....there are plenty of ways to do it....the best and most reliable involve ISO Image burning....NOT folder burning.
Folder burning and freeware are hard to come by.
