  1. I have an NTSC VCD stream that I want to covert to PAL VCD stream and I was using TMPGEnc and the output PAL stream was very jerky. Does anyone know how to fix this problem?

  2. Process required:

    - 3:2 pulldown removal (which changes the framerate from 29.97 --> 23.976)
    - de-interlace (optional)
    - resize video to framesize of 352x288
    - speed up (video AND audio) to 25 fps

    When the audio is sped up (by approx. 4%) the pitch will sound funny. You could speed up the audio while maintaining pitch, but I reckon that the end result is even worse (so it's up to you).

    As far as I know, I've only really done this process once (but from 30 fps AVI to 25 fps MPEG, not MPEG --> MPEG). The end result is quite reasonable.

    I don't know if you can do it all in one step, but if you could, you would probably use AVISynth with a script.

    Mind you, encoding from MPEG to another MPEG will absolute kill the quality.
