recently downloaded an Australian feed sporting event which is 720p HD but PAL 25fps. I want to convert to NTSC 59.94fps if at all possible. I did use multiavchd but that made it 23.97fps and the result was a very slow looking blur on my HDTV.
so, can Handbrake provide the solution? It has so many options, I don't know which is correct. Which one(s) to use in Deinterlace, Detelecine, Decomb, Denoise (all in Video Filters)
found these guides on VideoHelp, but they appear to be only for SD. Anything for 720p

the Sony BR player can play it on my Samsung Plasma, however, the video quality is terrible as everything appears in slow motion and blurred. 59.94fps is what I need , but is there a way to get there?

Is it a 120 Hz or 240 Hz TV? Try turning off the motion smoothing option.
Handbrake has frame rate conversion but doesn't include 59.94 fps. Is your source really progressive? What container? Xvid4PSP has a similar GUI and frame rate conversion tools in the Video -> Interlace/Frame Rate section. TV is Samsung Plasma 60hz, but advertised at 600hz which is gimmick as far as I know, but that's a different issue.
Even on my Toshiba LCD, I do get the slow motion look with the same Sony BR player. I've tried all settings on the Samsung but no luck.
The source file is this per Mediainfo . How to see if that is PAL or NTSC? also, looks to be "progressive"

"PAL" and "NTSC" terms don't really apply to HD
When you mean "slow motion" do you mean choppy? or something else? Because slow motion isn't the same thing

You can try to interpolate new "inbetween" frames, eg. with avisynth. But keep in mind you're starting with 25 actual frames per second, and your're trying to more than double that. There are often undesireable side effects like edge morphing. If you put porsche body kit on a Honda civic, it's still a Honda civic
