newbie question about de-css

I read somewhere that it was illegal to link to or make available decss. I am confused. Isn't decss the ulility that software like Anydvd and DVD Decrypter use to decode and rip the DVDs? And how do companies like Anydvd avoid getting shut down by the authorities?

IIRC that dates back to the early DVD-Jon days and a group called MoRE (Masters of Reverse Engineering).
