I would like to ask somebody to please explain to me how to use premier 6 to encode .avi files so i can make vcds. I got my copy of premier 6 with no instructions so any help will be appreciated

Douglesh is right. If your purpose is only to convert AVI to VCD, use TMPGEnc.
If you however want to use multiple clips and some video effects with Adobe Premiere, and wished to output to VCD Format,you could use the bbMpeg plugin ( http://members.home.net/beyeler/bbmpeg.html). I have not been personally satisfied with the quality bbMpeg gives.
A better option would be to use the AVISynth premiere plugin ( http://www.math.berkeley.edu/~benrg/avisynth.html ) and frameserve to TMPGEnc.
