  1. what software can I use to author progressive DVDs???

I use DVD Architect which is great but will not let me stay progressive and demands I insert a 3:2 pulldown on my 24p work

Well that's what's required for the DVD standard. Even if a particular authoring program did let you author it without the pulldown flags, it either wouldn't play correctly on a hardware player or it would just perform the pulldown automatically.

You have to use the pulldown flags. If you have a progressive scan dvd player you will still get a more or less progressive image, it will basically be as good as the DVD standard allows on existing televisions. If you are playing on a non-progressive scan tv then its going to be telecined to 29.97fps no matter what you do, or else its just going to play incorrectly.

The only real use for a truly progressively authored DVD would be on a pc, but pc software ignores the pulldown flags so its a non-issue.

  3. You'll still be storing 24fps progressive frames on the DVD you're creating. The 3:2 pulldown has to be applied as the NTSC TV specs require 29.97fps (actually 59.94 fields per second) output. It's only flags (software in the video stream, sort of) being set. No reencoding is being done.
