    In Southern California, how would one determine the owner of an apartment building? My manager won't tell me, and all their correspondance omits a return address.

    Local tax records. If they pay property tax, their info is available. If they don't pay tax, then Uncle Sam will treat them like they treated Al Capone. Tax records are open under FOIA. Some of them are available online, some in libraries, some only in the tax offices. Since I don't know where you live (city/county), I cannot give more accurate details.
