What's the best method to use for virtualdub's resize filter for a reduction in the horizontal direction, i.e. 704 x 480 down to 352 x 480? Or is there a better filter than resize?

The Lanczos option in the resize filter is commonly recommended.

Bilinear is the least sharp and can cause moire patterns. There is some natural noise reduction. With noisy sources I sometimes use Bilinear followed by a Sharpen filter.
BiCubic is sharp and can cause more severe moire patterns and increase noise slightly.
Lanczos3 is sharp without introducing too many moire patterns. Doesn't increase or decrease noise significantly.
