  1. I have mpeg2 files (from a hardware/software program) that I want to make into a VCD. I am in China and VCRs are rare, so if you want to record a TV show, you've got to use a computer. The mpeg2 files won't play on my portable vcd player so I want to make vcds. According to the information from this site, I tried to use Tmpgenc. When I went to the tmpgenc website, there was mention of a newer version (2.59) that already contained a needed plugin. Since I don't understand how to get plugins, or install plugins, I wanted to get the newer version. BUT no- where on their website is any link to download the mentioned newer version. So it is impossible for me to get the newer version from the tmpgenc website. Can someone explain to me why this is so? Maybe it is because I am in China and the tempgenc website seen here is reduced. So I went to another website that has software and found the the newer version (2.59). I downloaded that version and installed it (after rebooting the computer) and was able to convert the mpeg2 file to a "vcd compliant" file which I burned into a vcd with Nero 6.
    (No plugins or additional software needed.) The resulting vcd was of excellent quality, very close to the original mpeg2 file. ( I used the "noise reduction" option when converting. ) (Before, when I used Nero 6 to make a "vcd compliant" file, this yielded a vcd that was of exremely poor quality. I think Nero should have a disclaimer telling that the vcds made in this way will be very poor and that better encoders can be used. As a newbie, when I use a name brand software such as Nero, if the result is poor, one just assumes that it is my fault, not the fault of the software.
    I do have one other question. If I want to make a DVD from these mpeg2 files, could I still use tmpgenc to make a "DVD compliant" file and then burn into a DVD with a basic DVD burner? I notice that tmpgenc has an option to make DVD mpeg files.

    2.524 is the latest version, see the history http://www.tmpgenc.net/e_download.html ...after 2.59 came 2.510, 2.511, 2.512 etc.

    other question:
    yes, convert to dvd compliant mpeg2 and author,burn to a dvd with an authoring tool. but check first if the mpeg2 is dvd compliant with for example adding it in tmpgenc dvd author...so you don't convert an already dvd comliant mpeg2.

    Therein lies the fault. Nero is marketed as burning software and intended to do mostly that. The fact that it CAN encode your movie doesn't mean that it will necessarily do a good job of it. You should use the proper software for what it is specifically designed to do.
