If I burn a DVD with 2+ video files on them, without having a menu, will it be possible to skip to the next video file on a standalone DVD player?

Depends on how you author it, which application you use, etc. An easy way (using DVDLab Pro) is to use a playlist. Add whichever clips you want to play, in order, and you can link them to one another in any order, have them skip to different menus or whatever you want.

There is a scan forward button on every DVD player that I have seen.

Use the <Next> button on the Remote Control to skip the file or the <Scan Forward> button as it's been suggested here

k, because I burned a DVD with 2 movies on it, using TMPGenc DVD Author, and when I play it back on PowerDVD, it just recognizes it as one big movie file. So I can fast forward to the next movie, but not actually skip to it.

You need to add chapter points.

Oh, so I'm supposed to add a new track instead of adding another file under the same track. Thanks.
Darn...wasted a DVD.
