i've got a SVCD mpeg2 with a bitrate of 2556Kbps
if i encode it to a DVD mpeg2 should i use same bitrate?

No. DVD resolutions of 704x576 and 720x576 will require a higher bitrate. You are changing the resolution right? If you went with 352x576, then you could stay at the same bitrate, but even then, it seems kind of low.

You can use a bitrate calculator and find the max rate for your video's runtime. You are only going to bloat the file by increasing the rate though. The quality can only be degraded. There is no improving upon your source by re-encoding, no matter how high you jack the rate up.
