Putting aside how to actually convert a PAL DVD to NTSC, I have a question regarding the picture ratios. If I want to make sure I don't lose any of the actual picture and scale it down on the screen adding boarders on all 4 sides (to also compensate for TV overscanning issues) how much should I scale it down? And how many scan lines of boarders should be used on the 4 sides? I will be using TMPEG to do this part.
