    I was looking at a commercial dvd that had a menu page with a background video clip that looked like it was about 60% opacity. What
    program can be used to create a translucent video clip? I have Premiere and After Effects but haven't played with them yet.
    I said I'll be done in a minute. I meant a Microsoft minute.

    In Premiere,

    Put the clip on a track in the Timeline. Go into the Effects Pallet and reduce the opacity to where you want it ~ 40%, 50% ect.

    It just doesn't get any easier than that.

    Opacity in Premiere is a workaround. If you want to do it right, over an arbitrary backgound video, study up on the Alpha channel (32bit 4 channels YUVA).

    The alpha channel contains all the opacity information thereby allowing both the forground and background to remain unfiltered.
