I am using Hauppange MCE 250 to capture video from my camcorder and vcr. After the captured the movie the quality is ok but all the colors are washed out.
Is it because of built in hardware encoding in the card or my dvd encoder.

Your captured black level is probably off. NTSC analog videotape in the USA is recorded at 7.5 IRE black level, which is really a dark gray... not true video black (0 IRE). If you don't map (stretch) the black level from 7.5 IRE down to 0 IRE prior to conversion to digital, your result will be a washed out looking video with weak color.
