?? If you want them as DVD Video, you should encode them to mpg (see the AVI to DVD guides left). AFAIK, Dr DivX is for encoding to DivX/AVI?
If you just want them as avi files on a DVD disc, there's no need to reencode just because the bit rates are different.

Well I'm actually unsure of how to burn them as a dvd. They are only short avi's not even 10 minutes.
What would be the best way to burn them as a dvd?
They dont have the same bit rates and some have different fps. -
And I was only encoding to make the bitrates the same but that didnt even work. So i'm lost and need help please.

The question is, do you want them as DVD Video, playable on a regular DVD player, or do you just want the AVIs as data files on a DVD disc (maybe playable on a DivX/XviD/Mpeg4 capable player)?
In the first case, read the AVI to DVD guides found under Convert, left.
In the latter, just write them to a DVD disc as data, and try it in your player.

The data disc idea is really the best solution overall. Somewhere around 1/3 of all the problems people ask help with on this forum boil down to trying to convert downloaded divx avis into DVDs. Unfortunately divx downloads are incompatible in every possible way with the DVD format; different frame size (usually 352 x 240 or 360 x 240), different audio format (MP3 or ogg instead of mpa), different audio sampling rate (44.1 or 32 khz instead of 48 khz), even different frame rate in many cases.
Converting a divx download to a playable video DVD is a giant hassle, and the results usually look mediocre on a TV anyway. Best to stick to playing divx files on your computer. -
But they arent divx files. I just dont know the best way to burn 20 small files as a dvd.. I cant make menu's etc..
