A bit of searching will reveal that...

TMPGEnc is free for encoding AVI to MEPG1 - the MPEGs used for VCDs. There are other encoders.

A good VCD authoring tool is VCDEasy, though there are others.

As for whether 1h20m will fit on a CD - I don't know. Check it out on the VideoHelp Bitrate Calculator. You may need more than one CD, or create a non-compliant VCD.

VCDs are constrained to a bitrate of 1,150kbps - meaning that if you try to make the file smaller by using a lower bitrate it won't be compliant and your player may not play it.

The other alternatives are to shorten the footage so it fits on one CD (not an option, I'm assuming) or, spread the footage over 2 or more CDs.

http://members.dodo.net.au/~TMPGEnc1CD.htm might help. It's specifically designed for one disc XVCDs, although 80 minutes of VCD should fit on a 700MB CD. The secret with Nero is to untick the "Create standard compliant VCD" tickbox:

    If in doubt, Google it.
